Saw this release from the NCAA and it apparently applies to both men’s and women’s basketball, but I’m having trouble understanding exactly what it means. Can someone explain what it would mean for say Fairfield men’s basketball? Click the link next to the word details to see the exact wording of the waiver.

Maybe an equipment manager (aspiring coach) could run drills? Something along those lines, I'd guess.

My guess is this could apply to a wide variety of non-coaching personnel, including Director or Asst. Director of Basketball Operations, Analysts on staff, Sports Performance Personnel and even trainers on staff.
Perhaps some of these positions exist more commonly at the larger Power 5 schools. Also, these waivers also apply to "required out-of-season activities" where it may prove useful to use such personnel when some of the coaches may not be around in the off-season (ie.- maybe off recruiting).
Sounds like something the bigger schools may have pushed for, where they have larger, better funded support staffs.

It could also be having staffing available to keep teams running if regular personnel are sidelined due to Covid.
But, if this is a permanent ruling, sounds like the power conferences simply providing more resources for their cash machines.
