Interesting, I was not aware of that rule. Perhaps the transferring athlete would have to request a waiver from the NCAA to approve immediate eligibility? I would not expect the immediate eligibility to be automatic.
I think the rumors of “ player issues” with Kiss May have been a factor . JY is probably well aware of the concerns and decided he is not right for FF. Think about where Kiss is transferring. Bryant is coached by Grasso the former main recruiter at Iona who was known to recruit bandits to Iona , a school with little or no standards.

Here are two interesting grad transfers from Stony Brook. Sydney seems to have recruited Garcia, per Verbal Commits. Don't know if Young has a relationship with either one.

I think he is the all-time leading scorer in Virginia as a high school player plus he was a YouTube sensation to boot, but actually as far as becoming a Stag, "extreme" is putting it mildly. He already has shown he can produce at the highest level of college BB, therefore I don't think he would consider coming to North Benson Ave. even if he and Jay Young had a great relationship. And BTW with the commitment of Crisler I think we are now at our scholarship limit (unless of course someone leaves that we don't know about). But I guess it's a nice thought anyway.

Looks like MacClung is the Virginia all-time leading single season scoring leader in Virginia. He broke Allen Iverson's record.
If I'm not mistaken, Niagara's former player Dom Fragala is third on Virginia's single-season points list. He didn't do much at Niagara ... except against the Stags, who he scored 35 of his career 82 points against in two games.
A couple of things that stood out to me. Dimencio Vaughn from Rider is ranked #8 in the immediately eligible ranking ahead of Bruner from Yale. Yet in the brief description under Bruner, it's mentioned he's thinking of testing the NBA draft waters. I'd think someone who is considered possible NBA talent would be ranked ahead of Vaughn. Also, in the sat out a year rankings -- Molson from Canisius is ranked way above Neftali. I'm assuming Borzello's rankings are based on what he considers the talent level of each player. I would think if it were based on fulfilling a need of the team that the player transferred to -- then Caleb would be on the list somewhere because we really could have used a true point guard this past season.
Mentioned in the introductory paragraph, the NCAA Division 1 Coucil is expected to vote on May 20 on whether to eliminate the sit out transfer year.
